Appropriates $239,502,200 total ($229,022,200 General Funds, $4,980,000 Other State Funds, $5,500,000 Federal Funds) for Board of Higher Education and Illinois Math and Science Academy ordinary and contingent expenses for fiscal year ending June 30, 2019.

Allocates $205,650,000 from Education Assistance Fund to Board of Higher Education for distribution to public institutions of higher education and state agencies.

Provides $2,424,100 for Board of Higher Education operational expenses, plus targeted funding for P-20 Longitudinal Data System ($381,800), My Credits Transfer System ($183,300), and STEM diversity initiatives ($95,900).

Appropriates $18,177,100 to Illinois Mathematics and Science Academy from Education Assistance Fund and $3,700,000 from IMSA Income Fund for personal services, contractual services, equipment, and other operational expenses.

Takes effect July 1, 2018, with appropriations covering all costs incurred prior to July 1, 2019.
