Appropriates $46,300,700 from the Education Assistance Fund to the Board of Trustees of Western Illinois University for operational expenses for the fiscal year ending June 30, 2019.

Appropriates $10,000 from the State College and University Trust Fund to Western Illinois University for scholarship grant awards from collegiate license plate sales.

Total appropriation of $46,310,700 for Western Illinois University for fiscal year 2019.

Takes effect July 1, 2018, with appropriations authorized to cover all costs incurred prior to July 1, 2019.
