Appropriates $362,540,100 total for the Illinois Community College Board for fiscal year beginning July 1, 2018, comprising $202,715,100 in General Funds, $116,825,000 in Other State Funds, and $43,000,000 in Federal Funds.

Allocates $1,853,200 from General Revenue Fund for ICCB operational expenses including personal services ($1,163,100), contractual services ($251,400), and electronic data processing ($356,600).

Provides $55,524,000 for adult education and literacy activities, with $21,572,400 for education services and $10,701,600 for performance-based awards from General Revenue Fund, plus $23,250,000 from federal sources.

Appropriates $234,755,000 from Personal Property Tax Replacement Fund and Education Assistance Fund for base operating grants ($103,500,000 and $64,771,500) and equalization grants ($66,483,500) to public community colleges.

Designates funding for high school equivalency testing ($1,280,000), career and technical education ($36,569,400), and City Colleges of Chicago ($12,386,000), with an effective date of July 1, 2018.
