SB3389 Summary

• Changes the Legislative Ethics Commission from "promulgating" to "adopting" rules under the Illinois Administrative Procedure Act governing its duties, powers, and oversight of Legislative Inspector General investigations.

• Prohibits the Legislative Ethics Commission from requiring the Legislative Inspector General to seek advance approval before commencing investigations or issuing subpoenas, and voids any existing rules with such requirements as of the effective date.

• Removes the requirement that the Legislative Inspector General obtain Commission advance approval to issue subpoenas during investigations.

• Allows the Legislative Inspector General to publish summary investigation reports after a final administrative decision concludes a violation occurred, unless a supermajority of the Commission votes to suppress the report.

• Takes effect immediately upon becoming law.
