Amends the Illinois Occupational Therapy Practice Act to allow the Department to license occupational therapists and assistants by endorsement without requiring proof that licensing requirements were substantially equivalent to Illinois standards.

Adds a pathway for occupational therapy applicants with 10 consecutive years of practice in another jurisdiction to obtain licensure by endorsement upon filing an application, paying fees, and providing certified verification of licensure without discipline.

Amends the Illinois Physical Therapy Act to remove the requirement that applicants demonstrate substantially equivalent licensing standards and instead allows the Department to adopt rules governing recognition of education and practice from other jurisdictions.

Adds a pathway for physical therapists and assistants with 10 consecutive years of practice in another jurisdiction to obtain licensure by endorsement with certified verification of licensure without discipline.

Establishes a 3-year deadline for applicants to complete the endorsement application process; applications not completed within 3 years are denied and the applicant must reapply under current requirements.
