Licensees in seven named professions (barbers, cosmetologists, estheticians, hair braiders, nail technologists, electrologists, environmental health practitioners, funeral directors, landscape architects, land surveyors, and certified shorthand reporters) with 10 or more consecutive years of active licensure and no disciplinary history may fulfill continuing education requirements by completing half the required hours instead of the full amount.

The continuing education reduction does not relieve licensees of the obligation to complete coursework in any specifically mandated topic area.

The Department of Financial and Professional Regulation may provide either a certified shorthand reporter or electronic recording means to record disciplinary hearings instead of only a certified shorthand reporter.

When electronic recording is used, the recording serves as the official record and may not be transcribed unless requested and paid for by the requesting party, except as otherwise provided by law.

The bill takes effect immediately upon becoming law.
