SB3402 - Illinois Council on Women and Girls Act

• Creates the Illinois Council on Women and Girls, a 21-member body appointed by the Governor, legislative leaders, and ex officio members from state agencies to advise on policy issues affecting women and girls.

• Establishes council goals including advancing civic participation, closing the gender pay gap, preventing domestic violence, protecting transgender women from discrimination, and promoting reproductive health care access.

• Requires council members to have experience in higher education, business, law, social services, health care, immigration, or community development, with appointments reflecting diversity in race, ethnicity, age, sexual orientation, gender identity, and geography.

• Mandates the council to meet quarterly and issue semi-annual policy recommendation reports to the Governor and General Assembly by June 30th and December 31st each year.

• Takes effect upon becoming law and includes findings documenting Illinois women's disparities in pay equity, health outcomes, and maternal mortality, particularly among women of color.
