School boards may enter into joint agreements by resolution to share superintendent or administrator services with other school boards, with cost-sharing terms specified in the agreement.

A referendum on shared services must be submitted to voters of affected school districts at the next consolidated election only upon petition signed by at least 10% of registered voters in each district, with approval requiring a majority of votes across all affected districts.

School districts may withdraw from a joint agreement by obtaining a board resolution and presenting a written petition to other member districts within timelines set by the agreement, with withdrawal effective the following July 1 upon approval by all remaining members.

If a withdrawal petition is denied and the school district is part of a Class II county school unit outside a city with 500,000+ inhabitants, the district may appeal to the regional board of school trustees or to a hearing panel established by the intermediate service center, which can approve the withdrawal.

The bill allows school boards to share administrative services while maintaining existing provisions regarding superintendent duties, contract renewal procedures, and financial oversight.
