IL SB3430

Adds counties to the list of government entities whose property tax levies cannot be challenged in court based on budget or appropriation ordinance defects, if proper procedural requirements are met.

Requires a tentative budget and appropriation ordinance be prepared and made available for public inspection for at least 30 days before a public hearing.

Mandates at least one public hearing on the tentative budget with notice published in a newspaper at least 30 days prior to the hearing.

Protects the final adopted budget from legal objection if it is substantially identical to the tentative budget, unless the taxpayer made written objections with specificity to the governing body before adoption.

Removes forest preserve districts with populations of 3,000,000 or more from the exception list, making them subject to the same budget objection restrictions.
