• Limits initial opiate prescriptions for adults (18+) to a maximum 7-day supply for first-time outpatient use.

• Restricts opiate prescriptions for minors (under 18) to a maximum 7-day supply at all times and requires practitioners to discuss risks and medical necessity with parents or guardians.

• Allows exceptions to the 7-day limit when medically necessary for acute conditions, chronic pain management, cancer-related pain, or palliative care, with documentation required in patient medical records and notation that non-opiate alternatives were not appropriate.

• Exempts medications designed to treat substance abuse or opioid dependence from the 7-day supply restrictions.

• Effective immediately upon becoming law.
