Establishes procedures for counties and municipalities to audit cable and video service operators (CATV) for franchise fee and service provider fee accuracy, limited to 4-year lookback periods with only net differences owed.

Allows audit requests no more than once every 2 years, requiring CATV operators to provide requested information within 60 days (for jurisdictions with population ≤500,000) or 90 days (for larger jurisdictions).

Mandates counties and municipalities provide CATV operators complete address lists of their corporate limits annually and upon written request within 90 days; operators held harmless for situsing errors if reasonable methodology used and no list provided.

Requires initial audit findings reports within 90 days of information receipt (extendable once by agreement), with audit deemed completed if report not provided timely; operators then protected from further audits of same period.

Protects operator account information as confidential, restricts use to audit and fee collection enforcement, but requires public disclosure of any audit contracts; applies exclusively to franchise agreements entered into or amended after effective date and audits commenced after effective date.
