School districts prohibited from zero-tolerance policies requiring mandatory suspension or expulsion for specific behaviors.

Out-of-school suspensions longer than 3 days, expulsions, and alternative school placements only permitted after exhausting appropriate behavioral interventions and determining student poses safety threat or substantial disruption.

Students suspended over 4 school days must receive appropriate support services; districts must create policies for makeup work and re-engagement of suspended, expelled, or returning students.

School districts cannot refer truant students to local entities for fines or fees; parents/guardians may only be referred after offering supportive services, with additional requirements for homeless children and children with disabilities.
