Amends the Illinois Procurement Code to give price preference to qualified HUBZone small business concerns in competitive bidding processes.

Deems a HUBZone small business concern's bid as lower than competing bids if its price is not more than 10% higher than the lowest competing bid.

Requires each chief procurement officer to establish eligibility rules for HUBZone preference and verify accuracy of information submitted by applicant businesses.

Defines "HUBZone business" as businesses operating and employing people in Historically Underutilized Business Zones as designated by the federal HUBZone Empowerment Act.

Excludes construction procurements and construction-related services procurements from the HUBZone preference provisions.
