Prohibits state and local government agencies from using resources, facilities, personnel, or personal demographic information to create, publish, or maintain registry programs that target individuals based on protected characteristics including race, color, gender identity, religion, disability, national origin, sexual orientation, military status, and pregnancy.

Prevents agencies from disclosing non-public personal demographic information to government authorities for the purpose of creating registries or requiring registration of persons in such programs.

Exempts from the prohibition: aggregate demographic data that cannot identify individuals, information about citizenship or immigration status provided to federal immigration enforcement, and databases created for anti-discrimination compliance, public benefits administration, or equal access to agency services.

Does not affect the decennial census mandated by the U.S. Constitution or Selective Service registration required under federal law.
