Establishes a process for offenders required to register under the Murderer and Violent Offender Against Youth Registration Act to file a Request for Review with the State's Attorney to correct inaccurate registration information.

Allows offenders to appeal to circuit court within 60 days if the State's Attorney denies their Request for Review.

Requires the State's Attorney to provide the Department of State Police Registration Unit with all relevant case information including offense date, offender name and date of birth, crime nature, and victim's date of birth to ensure proper registry placement.

Requires the Department of State Police to annually report by December 31 the number of registrants, number registered for each offense type, and biographical data including registrant age, race, and victim age, with information made publicly accessible on the Department's website.

Mandates the Department of State Police develop and conduct training for all entities involved in the registration program and establish procedures to ensure database accuracy.
