Requires every county facility housing a circuit court room to provide at least one lactation room or area by June 1, 2019 for members of the public to express breast milk in private.

Lactation rooms must be located outside restrooms and include minimum amenities: a chair, table, electrical outlet, and a sink with running water where possible.

Directs the Illinois Supreme Court to create reasonable minimum standards for lactation rooms, including requirements for public notice of location and access.

Requests the Supreme Court establish minimum standards for courthouse staff training regarding location and access to lactation rooms and areas for all courthouse users.

Amends Section 5-1106 of the Counties Code regarding county board duties to provide and maintain proper courthouse facilities and accommodations.
