Amends the Collateral Recovery Act to modify criminal history evaluation standards for repossession agency licenses and recovery permits by referencing Section 85 criteria for determining whether convictions impair applicant ability to perform duties.

Changes age threshold in Section 85 from 17 years old to 18 years old for excluding juvenile criminal records from consideration in license applications before January 1, 2014.

Modifies Section 85 to replace "release from confinement" language with "successful completion of the imposed sentence" when evaluating the 3-year period following a conviction for licensing eligibility.

Expands Section 80 to allow the Commission to take disciplinary action against license or permit holders and applicants, and requires written notice that includes the conviction list, basis for decision, and appeal process information.

Requires the Commission to publish annual reports by May 1 showing statistical data on license applications, applicants with criminal convictions, approval rates, denial rates, and probation conditions imposed.
