SB3506 Summary

• Requires the Pollution Control Board to adopt amendments within 180 days mandating groundwater monitoring at all clean construction or demolition debris fill operations and uncontaminated soil fill operations.

• Groundwater monitoring requirements must be designed to detect and prevent exceedances of Class I groundwater quality standards and include monitoring frequency, well location methodology, installation within one year, and at least 5 years of post-closure monitoring.

• Exempts operations where owners or operators completed post-closure maintenance and received written Agency notification of permit termination (for debris operations) or submitted professional certifications and affidavits demonstrating post-closure completion (for soil operations).

• Includes remedial action procedures for addressing groundwater standard exceedances and financial assurance requirements for corrective action, closure, and post-closure activities.

• Takes effect immediately upon becoming law.
