Establishes minimum base wage requirements for direct support persons (DSPs) and other front-line personnel in community disability agencies serving individuals with intellectual and developmental disabilities.

Requires direct support persons to earn a minimum base wage of $13.50 per hour by July 1, 2018, and $15 per hour by July 1, 2020, with other front-line personnel earning commensurate wages.

Applies to residential and day programs, service coordination agencies, intermediate care facilities, medically complex facilities, and community-integrated living arrangements funded by state or federal Medicaid dollars.

Directs the Department of Public Health and Department of Healthcare and Family Services to increase reimbursement rates to community-based service providers to support the wage increases and build toward livable wages for front-line staff.

Defines "front-line personnel" to include direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff in applicable service settings.
