Municipalities are prohibited from requiring police officers to issue a specific number of citations within any designated period of time.

Municipalities cannot compare citations issued by one police officer to citations issued by other officers with similar duties when evaluating job performance.

Municipalities may evaluate police officers based on "points of contact," defined as traffic stops completed, arrests, written warnings, and crime prevention measures, but not citation issuance.

The prohibition does not affect federal or state grants or funds awarded to municipalities for traffic enforcement programs.

Home rule municipalities are explicitly prohibited from establishing performance requirements or assessments that conflict with these restrictions, which are declared a limitation of home rule powers.
