Requires the Executive Director of the Joint Committee on Administrative Rules and the Executive Director of the Legislative Information System to jointly study the feasibility and cost of creating an online searchable database for public comments on proposed administrative rules by October 1, 2018.

Report must include estimated budget, staffing needs, cybersecurity concerns, and analysis of how the database would increase transparency and reduce confusion during notice periods.

Executive Directors may include other recommendations they deem necessary or relevant in the report.

The study requirement automatically repeals on October 1, 2019.

Act takes effect immediately upon becoming law.
