Creates an Internet program allowing Illinois residents 18 years or older to purchase lottery tickets online without using a traditional lottery retailer.

Restricts online lottery sales to transactions initiated and completed exclusively within Illinois, with the Department adopting rules for program administration including marketing to infrequent players and purchase limitations per account.

Authorizes the Department to offer Lotto, Lucky Day Lotto, Mega Millions, Powerball, Pick 3, and Pick 4 through the Internet program while maintaining responsible gaming controls.

Requires the Department to submit the Internet program plan to the U.S. Department of Justice for review before implementation and permits implementation only if Justice Department does not object within a reasonable timeframe.

Extends the sunset date of this section from July 1, 2018 to July 1, 2026, allowing the Internet program to continue operating beyond the original expiration date.
