Allows Illinois Department of Lottery to offer draw games (Lotto, Lucky Day Lotto, Mega Millions, Powerball, Pick 3, Pick 4) and interactive instant win games through an Internet program for individuals 18 years or older.

Requires private lottery manager to obtain Director approval before providing any draw games or interactive instant win games; any games approved for retail sale are automatically approved for Internet sale.

Removes requirement that Department submit plan to U.S. Department of Justice for review before implementing Internet program and removes prohibition on proceeding without a private manager selected.

Restricts Internet lottery ticket sales to transactions initiated and received exclusively within Illinois; authorizes Department to operate website portal for subscription-based purchases by Illinois residents 18 or older.

Takes effect immediately; Section 7.12 is scheduled for repeal on July 1, 2018.
