Establishes the Department of Insurance as a new state department under the Civil Administrative Code of Illinois, with a Director of Insurance position.

Increases annual salaries by 15% for directors, secretaries, assistant directors, and assistant secretaries of all state departments for terms beginning after the effective date, based on December 31, 2018 salary levels, excluding prior cost-of-living adjustments.

Implements annual cost-of-living adjustments beginning July 1, 2019 and each July 1 thereafter for executive and administrative officers under Senate Joint Resolution 192 of the 86th General Assembly.

Modifies salary provisions for the Director of the Illinois Lottery, State Fire Marshal, Adjutant General, Assistant Adjutants General, Director of Illinois Emergency Management Agency, and Director of the Environmental Protection Agency to align with the new salary structure.

Modifies the Illinois Power Agency Act to apply the 15% salary increase and cost-of-living adjustment provisions to the Director and Bureau Chiefs positions.
