Amends the Illinois Procurement Code to allow state purchasing officers to enter into renewable energy resources contracts and leases in addition to existing energy savings contracts.

Defines "renewable energy resources" by reference to Section 1-10 of the Illinois Power Agency Act.

Permits energy conservation program contracts, energy savings contracts and leases, and renewable energy resources contracts and leases to be entered into for periods up to 15 years inclusive of proposed renewals, based on the State's best interest.

Allows energy savings contracts and leases to include alternative financing or lease-to-purchase options notwithstanding other state laws.

Takes effect immediately upon becoming law.
