Establishes the Illinois Underground Natural Gas Storage Safety Act, creating regulatory framework for underground natural gas storage facilities under the Department of Natural Resources.

Department must adopt minimum safety standards within 3 months that are at least as inclusive and stringent as federal standards under 49 U.S.C. Chapter 601, and maintain ongoing compliance with federal requirements.

Requires operators of underground natural gas storage facilities to file inspection and maintenance plans for downhole portions, maintain records, report accidents, and comply with Department orders and rules.

Department has jurisdiction over downhole portions of underground natural gas storage facilities (contingent on annual federal certification), while Illinois Commerce Commission retains jurisdiction over other portions.

Violators subject to civil penalties up to federal maximum amounts, with enforcement through notices of probable violation, hearings before Department Director, and potential civil actions by Attorney General.
