Manufacturers must individually or collectively provide e-waste recycling programs starting in program year 2019 to transport and recycle residential consumer electronics devices (CEDs) collected at designated sites and one-day collection events.

Each manufacturer e-waste program must satisfy convenience standards, provide annual filing instructions for county coordinators, transport and recycle collected CEDs, and submit annual reports to the Agency by March 1 detailing collected and recycled device weights by county and category.

Manufacturers may accept residential CEDs from curbside or drop-off collection programs operated under municipal franchise agreements, provided the program meets collector responsibilities, passes audits, locates drop-offs on government property, and displays signage indicating only residential CEDs are accepted.

Manufacturers must submit e-waste program plans to the Agency by September 1, 2018 (for program year 2019) and by July 1 annually thereafter, including contact information, participating counties, collection site locations, collectors, recyclers, and explanations for any deviations from standard site distribution.

The Agency has 60 days to review and approve or disapprove submitted plans based on whether they satisfy convenience standards; manufacturers must submit revised plans within 30 days if disapproved and assume full financial responsibility for their programs including packaging and transportation costs.
