Extends the repeal date of design-build procurement provisions for Public Building Commissions from June 1, 2018 to June 1, 2023.

Allows commissions to use design-build delivery method for projects over $20,000 if shown to be in the commission's best interest, requiring written determination of advantages.

Requires two-phase selection process: Phase I evaluates qualifications (experience, financial capability, past performance, minority/women business enterprise compliance) and Phase II evaluates technical and cost proposals, with cost weighing not to exceed 30%.

Mandates design-build solicitations be advertised in daily newspapers with at least 14 days notice before Phase I submissions and 21-28 days before proposal deadline depending on project cost.

Validates all actions taken under design-build provisions since June 1, 2013 and allows existing design-build contracts to remain effective after the repeal date.
