Amends the Higher Education Student Assistance Act to create a legacy scholarship program administered by the Illinois Student Assistance Commission.

Applicants must be accepted for full-time undergraduate enrollment at an Illinois public university as non-residents, with a parent or step-parent who earned a bachelor's or higher degree from that university and maintains active alumni association membership.

Scholarship amounts range from $3,000 to the full difference between resident and non-resident tuition based on test scores (SAT 1420+/ACT 31+ with 3.5+ GPA receives full tuition difference; SAT 1310-1419/ACT 28-30 with 3.0-3.49 GPA receives $4,500; others receive $3,000).

Scholarships automatically renew each semester if recipients maintain full-time enrollment, non-resident status, and 3.3+ cumulative university GPA, with the qualifying parent remaining an active alumnus.

Recipients may receive up to 8 semesters of assistance, with the total of all financial aid capped at the university's cost of attendance; effective July 1, 2018.
