Board of Higher Education must ensure high school students with a 3.0 cumulative GPA or better (on a 4.0 scale, or equivalent on a 5.0 scale) receive access to higher education and guarantee admission to a public university.

State Board of Education must cooperate with the Board of Higher Education to inform students and parents that they will qualify for automatic admission if they maintain a 3.0 cumulative GPA or better through high school graduation.

All high schools must provide time, opportunity, and guidance for students to complete the Free Application for Federal Student Aid (FAFSA).

Public universities must cooperate with the Board of Higher Education to admit eligible students to universities that align with their academic interests and are academically appropriate.
