Requires the Board of Higher Education to establish a uniform online admission process called the "Universal App" that must be used at all public institutions of higher education in Illinois.

The Universal App must be available on the Board's website and high schools must inform students and parents of its availability; students may complete the application during school hours with parental consent.

If an applicant is denied admission to their chosen public institution, the Board shall forward their application to other public institutions with comparable admission standards and matching academic programs, and to the applicant's local community college district.

Applicants who receive acceptance letters must be informed of any grant or scholarship offers at the time of acceptance, though institutions may subsequently enhance those offers.

All admission decisions remain the responsibility of individual public institutions, not the Board; the law becomes effective July 1, 2018.
