IL SB3576

Prohibits persons convicted of forcible felonies, animal cruelty felonies, deadly weapons felonies, or controlled substance felonies from owning, possessing, or residing with any dog weighing more than 20 pounds for 10 years after release from incarceration.

Prohibits convicted felons from owning unspayed or unneutered dogs older than 12 weeks of age, and prohibits possession of any dog determined to be vicious under the Animal Control Act, regardless of spay/neuter status.

Requires any dog owned or possessed by a convicted felon to be microchipped for permanent identification.

Violation of this prohibition is a Class A misdemeanor.

Provides an affirmative defense if the dog is spayed or neutered, or if spay/neutering occurs within 7 days of being charged, with veterinary records serving as prima facie evidence.
