School districts must provide ongoing professional development to teachers, administrators, school board members, school resource officers, and staff on supportive services for promoting student attendance and engagement.

Adds "valid cause" for student absence when a parent withholds a child from school due to a bona fide dispute over special education services or placement being addressed through an IEP, Section 504 plan, mediation, or due process hearing.

School districts cannot refer truant, chronic truant, or truant minor children to other local public entities for fining or fee penalties; can only refer parents/guardians if all appropriate supportive services are exhausted and the parent knowingly permitted truancy to continue.

Establishes minimum supportive services including three notices within one month, a meeting to discuss attendance barriers, and services such as case management, counseling, housing assistance, transportation, and school fee waivers.

School districts must document compliance with support service requirements and reasonable efforts to convene meetings before referring a parent/guardian to a local public entity for penalties.
