Requires police chiefs and deputy police chiefs to complete annual training including at least one course on the Firearm Owners Identification Card Act, Firearm Concealed Carry Act, and firearms investigations.

Expands the definition of "clear and present danger" to include any act intended to cause or create a risk of death or great bodily harm to one or more persons.

Redefines "patient" under the Firearm Owners Identification Card Act to include persons receiving mental health treatment as inpatients, residents, or outpatients who pose a clear and present danger to themselves or others, excluding those treated solely for alcohol abuse disorder.

Permits the Department of State Police to notify the Federal Bureau of Investigation when a person on the Terrorist Watchlist applies for a Firearm Owner's Identification Card.

Adds disqualification from firearm ownership for persons charged with making terrorist threats or soliciting material support for terrorism under the Criminal Code of 2012 or similar offenses.
