Establishes elected Chicago Board of Education with 15 members (14 district seats plus 1 at-large president) starting with the 2023 consolidated primary election, replacing the mayoral-appointed system.

Requires board candidates to be U.S. citizens, registered voters, and residents of Chicago and their electoral district for at least one year immediately preceding election, with nomination by petition signed by 250 voters (2,500 for at-large).

Directs Chicago City Council to subdivide the city into 20 electoral districts by May 31, 2022, with the Chicago Board of Education redistricting every 10 years following the decennial census.

Provides 4-year terms for elected board members with vacancies filled by remaining board members until the next election, except when less than 28 months remain in the term or within 88 days of the next election.

Adds conflict-of-interest provisions prohibiting board members from holding school district contracts and restricting employment by entities they awarded contracts to within one year of leaving office for contracts valued at $25,000 or more.
