IL SB3604

Limits severance pay for government employees, officers, agents, and contractors to a maximum of 20 weeks of compensation.

Prohibits severance pay when an employee is terminated for misconduct as defined in the Act.

Applies to all units of government including State agencies, universities, local governments, school districts, and community colleges.

Defines misconduct to include deliberate violations of employer standards, carelessness showing substantial disregard for duties, chronic absenteeism after warning, violations of state regulations for licensed employers, rule violations, and criminal assault or abuse of patients or children.

Does not create an entitlement to severance pay absent contractual authorization or other authorization by law.
