Removes authority for the Department to establish educational requirements for advanced optometric procedures by rule and instead requires successful completion of an approved advanced optometric training and testing program.

Specifies eight advanced optometric procedures that licensed optometrists may perform, including injections, lesion removal, skin tag removal, cyst drainage, epilation, corneal debridement, and biopsy, but prohibits laser use and general anesthesia.

Requires schools or colleges of optometry offering approved advanced optometric training programs to submit annual lists of persons who successfully completed the program to the Department.

Mandates that optometrists complete 30 hours of continuing education relevant to optometry practice during each 24-month pre-renewal period, with an additional 6 hours required for those providing advanced optometric procedures.

Establishes that optometrists providing advanced optometric procedures must maintain documentation of successful completion of an approved training and testing program and produce it upon Department request.
