Requires all pharmaceutical manufacturers with contracts at University of Illinois Hospital to submit annual diversity reports by April 15, 2019 and every April 15 thereafter in searchable PDF format.

Reports must detail procurement goals and actual spending for women-owned, minority-owned, veteran-owned, and small business enterprises, expressed as percentages of total work performed.

Each report must include plans to increase participation and goals, targeted procurement areas, vendor outreach strategies, certification recognition, vendor contact information, and documented success stories.

Illinois Health Facilities and Services Review Board must publish all reports on its website and maintain them for at least 5 years.

Beginning April 15, 2019, the University of Illinois Board of Trustees cannot award contracts to pharmaceutical manufacturers without requiring these diversity disclosures; effective January 1, 2019.
