Creates new criminal offense of sexual conduct or sexual relations with a student by an authority figure, classified as a Class 1 felony.

Requires school boards to report all credible cases of sexual assault or sexual abuse by licensed educators to the State Board of Education and establish hearing procedures that protect student victims from multiple interviews without good cause.

Mandates State Board of Education monitoring of all fingerprint-based criminal history and database checks beginning with 2018-2019 school year, and requires law enforcement to share arrest reports of educators with school superintendents.

Ensures licensed educators under investigation for sexual assault or abuse are reassigned to non-classroom duty and requires State Educator Preparation and Licensure Board to issue decisions within 12 months of notice of credible allegations.

Allows school districts to share internal investigative findings and disciplinary records with other school districts and permits disclosure of educator disciplinary records in cases of sexual assault or abuse.
