Amends the Environmental Protection Act to require notice be provided within 15 days when a permit is filed that may impact air pollution.

Requires the Agency to send notice by certified or registered mail to the State Senator and House Representatives of the district where the facility will be located.

Requires the Agency to notify the public and work with local officials and community groups to ensure public awareness of the permit application.

No permit shall be issued under air pollution regulations until all required notices have been provided.

Applies identical notice requirements for permits that may impact water pollution, including the 15-day timeline and coordination with local officials and community groups.
