Amends the Illinois Election Code (10 ILCS 5/9-8.10) to permit political committee funds to be used for child care expenses that are necessary for fulfillment of political, governmental, or public policy duties, activities, or purposes.

Allows full-time or part-time child care expenses for candidates, officeholders, campaign staff, and volunteers, regardless of whether the need for child care predated the campaign or term of office.

Specifies that this provision applies to child care expenses incurred by any person whose childcare is necessary for their performance of political, governmental, or public policy duties, activities, or purposes.

Declares that the amendment constitutes a clarification of existing law rather than a change in policy.

Takes effect immediately upon becoming law.
