Restores provisions from before Public Act 100-538 regarding abortion coverage restrictions in state employee health insurance, public aid medical assistance, and related programs.

Prohibits non-contributory portions of state employee health insurance and public aid medical assistance from covering abortion, induced miscarriage, or induced premature birth except when necessary to preserve the mother's life, preserve maternal health, or when the pregnancy results from rape or incest.

Bars physicians convicted of performing abortion procedures in a willful and wanton manner on non-pregnant women from participating in medical assistance programs and state employee insurance.

Requires written physician statements and specified procedures to accompany claims for reimbursement for abortions, induced miscarriages, or induced premature births under public aid programs.

Amends the Problem Pregnancy Health Services Act to restrict grants to nonprofits that do not use funds to refer, counsel for, or perform abortions, and restores language in the Illinois Abortion Law of 1975 declaring the unborn child is a legal person entitled to right to life from conception.
