Describes a cyber-attack beginning June 23, 2016 that targeted the Illinois Voter Registration System Database using SQL Injection techniques, with attackers hitting state servers five times per second for 24 hours per day.

Confirms that investigation concluded Illinois Voter Registration System passwords were compromised, including those of election authorities, staff, board users, vendors, and web services.

Urges the Illinois State Board of Elections to produce a comprehensive report detailing the breach, conduct an IT systems audit, and implement preventative measures to prevent future cyber interference.

Directs delivery of this resolution to Steve Sandvoss, Executive Director of the Illinois State Board of Elections.
