Calls for a National Intelligence Estimate (NIE) to determine the extent of Russian intervention in the 2016 presidential election, as assessed by the Director of National Intelligence and reflecting the collective judgment of 17 intelligence agencies.

References a January 6, 2017 Intelligence Community assessment concluding that Russian President Vladimir Putin ordered an influence campaign aimed at the 2016 U.S. presidential election.

Expresses the need for assurance that federal law enforcement actively investigates the matter and pursues appropriate criminal charges and sanctions against Russian officials if evidence is found.

Directs that copies of the resolution be delivered to President Donald Trump, congressional leadership including Senate Majority Leader Mitch McConnell, Senate Minority Leader Chuck Schumer, Speaker Paul Ryan, Minority Leader Nancy Pelosi, and all members of the Illinois Congressional Delegation.
