Urges the Department of Central Management Services to partner with the Illinois Regional Insulator Contractors Association to conduct free energy efficiency audits at five State buildings.

Audits should be conducted across multiple regions of Illinois, including Chicago, Cook County, DuPage County, Kane County, Lake County, McHenry County, Will County, Central Illinois, and Southern Illinois.

Energy audits shall follow the 3E plus system and examine equipment efficiency, heating/ventilation/air conditioning systems, lighting energy use, maintenance procedures, and costs of alternate energy sources.

Audit recommendations may include energy conservation methods, implementation timelines, and projected costs for capital improvements to reduce energy expenses.

Department of Central Management Services must post copies of completed audits on the Department's website.
