Creates a Working Group on Local Government Consolidation to identify ways to eliminate barriers to consolidation and resolve discrepancies in Illinois statutes governing local governments and special districts in Lake County and the 31st Legislative District.

Working Group consists of 25 members appointed by the Senate President and Minority Leader, including representatives from Lake County Board, Forest Preserve District, townships, fire protection districts, park districts, College of Lake County, school districts, and municipalities.

Working Group must meet at least once every three months in accordance with the Open Meetings Act and accept testimony and evidence from third parties and the public.

Working Group must submit a report to the General Assembly by December 31, 2018, including assessments of local government units and costs, intergovernmental cooperation efforts, and recommendations for eliminating consolidation barriers and streamlining government operations.
