Urges the Auditor General to conduct an audit of the Illinois Department of Transportation's compliance with 44 Ill. Admin. Part 650.240 regarding Performance Factor requirements over the past three years in Chicago, East St. Louis, and Peoria.

Performance Factor is a numerical value based on contractor performance evaluations in work categories during the previous year, used when considering contractors for State employment.

State agencies and local government units evaluate contractors who performed work as prime contractors or subcontractors and submit this information on the Contractor's Annual Performance Report (BC-1777).

Contractor performance evaluation information is held confidential from disclosure under Section 7(1)(a) of the Freedom of Information Act.

Directs that copies of the resolution be delivered to the Auditor General and the Secretary of the Illinois Department of Transportation.
