Urges the Department of Health and Family Services to immediately suspend the Medicaid managed care Request for Proposal (RFP) for a Purchase of Care Contract pending review by the General Assembly.

Expresses concerns that the RFP arbitrarily requires all non-exempted respondents to provide statewide care networks, despite Family Health Network (FHN) currently only being required to serve Cook County under its existing contract.

States the state currently owes FHN more than $260 million and that loss of FHN's contract would jeopardize five safety-net hospitals and approximately 4,000 employees serving over 250,000 Latino and African-American Medicaid recipients.

Directs the General Assembly to convene the Special Committee on Oversight of Medicaid Managed Care to review the RFP and question officials from the Department of Healthcare and Family Services, Procurement Policy Board, Office of Inspector General, and Illinois Attorney General.

Asserts the RFP involves an estimated $9 billion annually ($54 billion over six years) and was released without input from healthcare providers, the General Assembly, or community advocates.
