Senate disapproves Executive Order 2017-02 in its entirety, which proposed to consolidate the Human Rights Commission into the Department of Human Rights.

Executive Order 2017-02 qualifies as a reorganization order subject to Illinois Constitution Article V, Section 11 and the Executive Reorganization Implementation Act because it attempts to consolidate, transfer, or abolish entities directly responsible to the Governor in contravention of statute, including the Illinois Human Rights Act.

Executive Order 2017-02 was delivered to the General Assembly on March 31, 2017, with a 60-calendar-day review period expiring on May 30, 2017, during which either house may disapprove the order by majority record vote.

The Executive Order's severability clause and Section VI attempt to limit General Assembly jurisdiction by claiming the order does not contravene any statute, despite substantially modifying the Illinois Human Rights Act and suspending conflicting prior acts of the General Assembly.

Senate resolution declares Executive Order 2017-02 shall not become effective and directs copies be delivered to the Governor and House Speaker.
