Directs the Auditor General to conduct a performance audit of the Department of Healthcare and Family Services' Medicaid managed care Purchase of Care Contract RFP released on February 27, 2017

RFP is exempt from Illinois Procurement Code rules and oversight with an estimated cost of $9 billion per year ($54 billion over the six-year contract term) affecting over three million Illinois Medicaid recipients

Audit must review the department's process for developing criteria and requirements for Managed Care Organizations to participate in the RFP

Audit must examine individuals involved in creating and scoring the RFP and identify potential conflicts of interest

Audit must assess the level of transparency and non-discriminatory actions in the RFP process, with findings to be reported in accordance with the Illinois State Auditing Act
